CASBEE-CITY AS A TOOL TO ASSESS THE SUSTAINABILITY OF NEW CITIES AND ITS ROLE IN GUIDING URBAN DEVELOPMENT
As part of a sustainable urban development strategy, Algeria has adopted the model of new cities to relieve pressure on its metropolises and large cities. The new city of Sidi Abdallah is one of these new cities, located 30 kilometres from Algiers. This paper aims to determine the extent to which new cities contribute to development by diagnosing and comparing the development status of the new city of Sidi Abdallah and the state of Al-geria using CASBEE (Comprehensive Assessment System for the Built Environment Effi-ciency) tools. This is based on evaluating new cities by measuring their performance, level of sustainability, and impact on the development of the mother city or region. The study concluded that the development of the new city of Sidi Abdallah according to urban sus-tainability criteria is a prerequisite for contributing to the establishment and management of sustainable urban development, both within the city itself and in the surrounding areas. It was also found that the CASBEE tool has the potential to achieve sustainable develop-ment, especially if it is improved by adding more indicators focusing on the economic and social dimensions of sustainability in the local context of the city.

Localization of sustainable urban projects using the AHP method. Case of the city of M’sila
This research tackles the ongoing challenge of unsustainable urban growth in Algeria by using the analytical hierarchy process (AHP) to enhance site selection for sustainable urban initiatives in M’Sila. The study used AHP’s systematic approach to develop a regional suitability map, including environmental, social, and economic factors. This differs from earlier ad-hoc methods, offering a clear and impartial assessment via pairwise comparisons. The resultant map delineates regions that reconcile project demands with sustainability goals. The versatility, openness, and ability of AHP to incorporate both quantitative and qualitative data are emphasized as primary strengths. The research highlights AHP’s substantial impact on enhancing urban planning in a resource-limited context, while recognizing constraints including data availability and subjective qualitative evaluations. The produced suitability map indicates that 46.31% (106.94 km²) of M’Sila is classified as very suitable, 21.44% (49.51 km²) as moderately suitable, 10.14% (23.42 km²) as weakly suitable, and 3.64% (8.41 km²) as unsuitable for sustainable urban growth. The technique included a two-phase process: the AHP phase is succeeded by GIS-based spatial representation. The results provide a crucial resource for Algerian policymakers and stakeholders, facilitating evidence-based decision-making and a transition to sustainable urban development methods amid rising urbanization and resource constraints. The research indicates that AHP offers a robust framework for addressing the difficulties of urban planning in resource-limited environments.

LE DÉVELOPPEMENT ENVIROMENTAL ET TECHNOLOGIQUE VALORISATION DU PATRIMOINE MÉDITERRANÉEN, « El Hnaya et La Foggara »
Cette étude explore la relation que pourrait entretenir du patrimoine matériel de la Tunisie et l’Algerie comme critère de ressemblance…. La réflexion tente d'étudier l'importance de promouvoir un développement technologique pour contemporanéiser l’Aqueduc de Zaghouan « El Hnaya » et La Foggara en Algérie comme patrimoine mondiale. Cette transposition fonctionne principalement sur ce principe qui consiste à construire le problème en même temps que d’en chercher la réponse. De ce fait elle apparait comme un adjuvant appréciable dans le domaine patrimonial. Ils sont que des exemples, subissent des aménagements suite aux nouvelles mutations vers le numérique et nouvelles technologies. En ce sens notre problématique s’articule autour essentiellement de deux axes faces à la limite de promouvoir les pratiques fonctionnelles de ces deux corpus. C’est précisément sous cet angle ontologiqueet la priorité accordée à l'environnement inclusive et durable. Ce développement permet de concilier ces deux dimensions à condition de révolutionner les modes de vie, de production et de consommation grâce aux progrès technologiques et à l'action collective. Cette intervention présente les défis posés par le développement durable au niveau des représentations, afin d'analyser et de maîtriser les multiples transitions et enjeux patrimoniaux. Illegal Construction Imposed by the Private Lands in Peripheral Urban Areas of M’sila, Algeria
Abstract-Urban building lands are considered a scarce resource, which forces us to rationalize their use and assignment. They play an important role in shaping the urban space with all its components and determine its characteristics. The impact on urban space depends on the legal nature of the land, the density of buildings, and the quality of social cohesion. Like all Algerian cities, the city of M'sila has experienced, since the '90s, an increasing demand for building plots, especially in the outskirts which are mostly private properties. This situation directly contributed to the spread of illegal constructions and as a result, districts lack basic living conditions. This phenomenon appeared in the peripheral district called La Rocade. In this paper, we will attempt to identify the impact of the legal nature of land properties, particularly private ones, on the proliferation of illegal constructions in the outskirts of the city of M'sila. We will try to find solutions and alternatives to limit or stop its spread and propose urban interventions to restructure this district and integrate it into the existing urban space.

Choosing the best site for a technical backfill center for urban solid waste using a multi-criteria evaluation technique based on geographic information systems. Case study of the city of M'sila
Abstract. Many wastes arise from human daily activities, and solid household waste is one of the most impactful and heavy on human shoulders, as the management of solid household waste is one of the important issues that must be taken care of in order to preserve the health and safety of humans and the environment. Therefore, this study came to identify solid household waste and the methods and methods used to manage it through collection and transportation operations until its final disposal. Geographical information systems are used in the environmental planning process in order to better plan the location of containers and identify waste collection paths, and this requires collecting data and maps for the study area to be used in the process of analyzing spatial appropriateness using geographical information systems based on planning and environmental standards to reach the best results using current-day techniques from Huge software that contributes greatly to the planning process and helps in making decisions (Geographical Information Systems "GIS", Statistical Group for Social Sciences "SPSS").T
