Transnational environmental crime is one of the fastest growing areas of cross border criminal enterprise involving high profits and low risk for those involved in wild life smuggling, the black market of ozone depleting substances, and the illegal trade of hazardous and toxic waste. It is increasingly characterized by commodity specific smuggling networks, the intrusion of criminal groups involved in other forms of illegal trade and in some cases politically motivated organizations for whom this generates income to support other activities. But unlike other forms of transnational crime, there is no international treaty to prevent, suppress, and punish those transnational environmental crimes. The global regulatory and enforcement community has therefore developed innovative collaborative mechanisms to meet both the criminal and the environmental challenges associated to this increasingly serious form of cross border crime. Despite their successes, their efforts remain under- resourced. This research paper examines the challenges of transnational environmental crime and efforts to respond to those challenges in the face of uncertain resources and limited awareness.

تشغل الأحزاب السياسية حيزا كبيرا في كافة أنظمة الحكم، فهي تشكل أهم عنصر من عناصر النظام الديمقراطي ومؤسسة من مؤسساته، بحكم الوظائف والأدوار التي تقوم بها، لذلك ينظر إليها على أنها ضرورة تقتضيها الديمقراطية، فلا جدال أن إنكار الأحزاب يعني بالضرورة إنكار الديمقراطية، فلا حرية سياسية في غياب الأحزاب إن العلاقة بين الأحزاب والنظم السياسية علاقة جد وثيقة، إذ أصبح المصطلح وعلى رغم تعدد أوجه استخداماته، مرادفا مباشرا لمفهوم التعدد الفكري والسياسي ضمن أبنية المجتمع الإنساني، هذا الترابط يضفي طابعا خاصا على موقع وأهمية بناء الأحزاب داخل إطار النظم السياسية السائدة، ودور هذه الأحزاب في عملية البناء والتغيير والمساهمة في عملية الاستقرار والتنمية الشاملة. ولا يخفى النظام السياسي في الدولة هو انعكاس للنظام الحزبي القائم والذي يؤثر على طبيعة العلاقة بين السلطات، ويختلف هذا التأثير من نظام حزبي إلى آخر، وللنظام القانوني الداخلي للأحزاب أثر عميق على الأداء البرلماني والاستقرار الحكومي، فمرونة الأحزاب أو جمودها هو ما ينعكس على مسألة تركيز السلطات وتوزيعها. إن موضوع الأحزاب السياسية وعلى الرغم من كونه شائك ومعقد، إلا أنه يحتل مكانة هامة لدى الفقهاء والمختصين الساسة، كونه يضع المشرع والساسة أمام إشكالية إيجاد التوازن بين السلطة والحرية، وقد اختلفت وجهات النظر بهذا الخصوص وتعددت حتى في أعرق النظم، كون التعددية عماد الديمقراطية، غير أنهم أجمعوا على أن لا حرية سياسية ولا نظام ديمقراطي دون أحزاب، باعتبارها ضرورة تقتضيها طبيعة الأنظمة الديمقراطية.

Modern legal terminology clearly includes terms that were historically established as law developed through time. It also includes terminology that eventually worked its way into Legal English as new socio-political and socio-economic relationships developed between individuals in English-speaking countries. This means that legal knowledge and expression are cumulative in character, as is so clearly reflected in modern usage. A widely held view of metaphor is that it is a mere figure of speech that is used mainly to achieve some artistic or rhetorical effect. The cognitive approach goes beyond verbal manifestations and stylistic considerations to include a mental component. Not only does it incorporate cognitive processing as a relevant dimension but it broadens the very scope of metaphor to less poetic and more mundane expressions such as falling in love or taking an examination. The new ministerial tendency of enhancing English language leads us to focus on linguists with research tools, allowing us to reach a deeper level of analysis and better learning
